23 month old is not talking?

My toddler refuses to talk. He'll say words here and there but not all the time. I worry about autism but he has no other symptoms, no stimming, so sensory issues, he has good eye contact, he loves other kids but is shy toward adults. He understands most of what we say. I'm checking into having him evaluated for a speech delay.
