Bulgaria and holiday?

anybody been to sunny beach and if so WHY in GOD'S name has that beach got a Blue Flag, it was probably the filthiest place i have ever been . By the way we stayed in the Helena resort RIU , the hotel was fab but the goverment need to do something about this beach?? just a query as I would love to know what you all think, the country to us is built up too soon and the beggars are beyond belief, such poorness got my heart going!!
